FIXES:

- Fixes the Max Battery Issue where when the number of current states is 1, the
applet did not throttle the processor when a load was applied to the system.
This fix will cause it to throttle as expected.

- Fixes a very rare case when in between the time when the applet loads and
acquires transition control and the time when it actually starts to set
processor states, if a thermal condition occurs, the applet might not switch
the processor state to BOP. Instead, it will leave the processor state to
whatever the BIOS set it to. For example when the applet starts, if the
processor state is set to 0 but the current number of states is reported as
just 1, then applet might not switch the processor to BOP. It will leave the
processor at state 0 all the time.

- Fixes Japanese InstallShield issue where the text was rotated 90 degrees.

- Fixes an issue where when the processor is at state 0 (Max Perf), and the
currently available states returned by BIOS changes, the applet will not set
the processor state to reflect the new Max Performance state. Instead, the
processor state will remain at state 0. With this fix, the processor state
will be set to the new Max Perf state as calculated based on the currently
  available states reported by BIOS.

- Fixes an issue with Automatic where when a load is present in the system, the
applet set the processor state to 0 (when all the states are available), and
if the currently available number of states changes dynamically with the load
still present, the applet will not set the processor state to reflect the new
Max. Performance state. Instead the processor state will remain at state 0
until the load is removed. With this fix, the processor state will always be
within the state boundaries as determined by the currently available states.
